Contract Title: Supply & Installation of Coal-fired Boiler Equipment for Benxi Nanfen Central Heating Sub-Project

1.The People’s Republic of China has received financing from the World Bank toward the cost of the Liaoning Third Medium Cities Infrastructure Project, and intends to apply part of the proceeds toward payments under the contract for which this Invitation for Bid is issued.

2. China National Technical Import and Export Corporation, the Procurement Agent, on behalf of Liaoning Foreign Fund Utilization Project Office and Benxi Iron & Steel (Group) Heating Development Co., Ltd. (the Employer) now invites sealed bids from eligible bidders for the above-mentioned contract.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. The attention of prospective bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
